Information from Contractor
- Copy of up to date Safety Statement (should include COVID-19 procedures in current climate)
- Copy of contractor’s insurance
- All training records for all staff
The best way to gather this information is to have an online system. Ensure staff complete an Prequalification Sheet. The should not be allowed onsite until they have filled out the prequalification sheet and produced all the documents.
- Must sign site rules when they come on site.
- All this must be stored in the Safety File.
- May also need to obtain a method statement or a RAMS.
- Risk assessments.
Contractor
- A Contractor or employer whose employees undertake, carry out or manage construction work or
- A person who carries out or manages construction work for a fixed or other sum and supplies materials, labour or both, whether the Contractor’s own labour or that of another, to carry out the work
Duties of the Client
A client must not arrange for a contractor to carry out construction work unless they are reasonably satisfied that the contractor is competent and can allocate sufficient and adequate resources to comply with their statutory requirements.
Duties of the Contractors
- Every contractor shall ensure that each of those persons, in this Regulation called a “worker” has:
- A valid Safe Pass Card
- A valid CSCS Card if required
- Received site-specific safety induction
- On the date upon which a worker first commences work on a construction site, the contractor shall:
- Ask to see their valid Safe Pass card
- Confirm this to the PSCS as well as any other relevant certificates and documentation required
- Appoint a Safety Officer where there are more than 20 workers on site with the duties of:
- Advising on issues of safety
- Supervision of legislative requirements
- Promoting safety
- Cooperating with Safety Advisor
- The duties assigned to any person appointed as Safety Officer shall not prevent that person from discharging with reasonable efficiency their duty as Safety Officer
- Nothing stops a Safety Officer from being appointed as a Safety Officer on other sites at the same time
- A Safety Adviser may also act as a Safety Officer
- A contractor shall ensure consultation on site with the his/her employees, their safety representative and the site safety representative in relation to the requirements of the Regulations
- It is for the Contractor to provide the PSCS with any relevant information on any accident or dangerous occurrence that took place
- To report it if necessary to the HSA
- Confirm this to the PSCS
- Provide promptly to the PSCS, in writing, all information relevant to the Safety File
- If a contractor is not aware of the appointment of project supervisors, the contractor shall promptly inform the client of the client’s duties under the Regulations
- The relevant contractor shall:
- Erect, install, modify, work or use any plant or equipment in a safe manner as was intended by the manufacturer
- Erect or alter any scaffold in a safe manner as was intended by the designer or manufacturer of the scaffold

- Keeping the construction site in good order and in a satisfactory state of cleanliness
- Choosing the location of workstations bearing in mind how access to them is obtained, and determining routes or areas for the passage and movement of equipment
- The conditions under which various materials are handled
Contractor Pre-Appointment
No contractor should be engaged for site work unless they have successfully passed the tendering process, proven themselves to be competent and satisfied the PSCS of the suitability at a pre-appointment meeting.
Present (and documented) at the pre-appointment meeting with the contractor should be:
- PSCS and the main contractor, if they are different from the PSCS
- Project Manager or site representative
- Site Manager
- Safety Advisor
- Other relevant parties
- Establish the lines and the methods of communication
- Emphasise the importance of keeping the PSCS in the picture at all times (Do not bypass the system)
